To assist the effective delivery of the Sustainable Development Goals (SDGs) and Nationally Determined Contributions (NDCs) under the Paris Climate Agreement, UNEP-IEMP presents its Flagship Programme on Climate, Ecosystems and Livelihoods (CEL).
Through the decade-long programme (2016-2025), UN Environment, China and developing countries will join forces to improve livelihoods through ecosystems’ restoration and conservation, in the context of climate change.
The Flagship Programme CEL aims to seize the ‘power of integration’ for a sustainable global South by:
- Providing scientific evidence and technology support to promote synergies arising from ecosystem management, combating climate change and improving livelihoods;
- Promoting inter-disciplinary studies to address cross-cutting issues of ecosystem degradation, climate change and poverty;
- Enhancing capacity building for policy setting on comprehensive approaches linking poverty alleviation, climate change and biodiversity conservation;
- Integrating ecosystem-based approaches into national plans and regional cooperation strategies;
- Fostering South-South, North-South and Triangular cooperation for green development needs- both locally and globally.
CEL will comprise of three phases: Phase I- Assessment (2016-2018); Phase II- Development (2019-2021) and Phase III- Scaling up (2022-2025).
UNEP-IEMP will actively strive forth to provide four categories of services and products: monitoring and assessment, capacity building, technology demonstration, and science for policy.
The programme will also draw on the relevant knowledge, expertise and other resources of its core team and network of partners- both locally and globally. Chinese Ecosystem Research Network (CERN), as part of Chinese Academy of Sciences (CAS) and one of the largest national ecosystem monitoring and research networks in the world will be the major technical back-up source for the programme.
